In reference to you question about the elk: Their hair has excellent insulating qualities and they spend as much time as possible in areas sheltered from the wind. They also prefer sunny areas when possible. All in all they do not seem to suffer from the cold.

That is one shaggy cow! But I guess in that climate you kinda have to be. She really does look like she's hanging on every word.
