Great photo! They're so cute with their tuft of feathers on top of their heads. I'd have to say they're discussing weather, as Kaori said.

This is really a pretty bird. I have seen none around my area and don't think they are ever here.
I do not find them common at all! They are eye catching!!!!!!! As for what they are talking about. . . YOU! "She's going to take our photograph again and feature us on the internet this time! We'll be famous!"

I would have to say the one on the left is opining about the validity of cold fusion. The on the right is wishing his whole head fit under his wings ;)
I love the head feathers on the mergansers...I would bet they are talking about hoping the water stays open as long as possible...
